P31 million worth of shabu seized from Grab driver in Carcar City

CEBU CITY, Philippines—Big-time drug peddling continues to flourish in Cebu despite the enhanced community quarantine (ECQ) due to the COVID-19 crisis.

This after anti-drug operatives seized 4.6 kilograms of suspected shabu (crystal meth) with a dangerous drug board value of P31,280,000 from a grab driver at noon today, April 8, 2020, in Sitio Danao, Barangay Valencia, Carcar City in southern Cebu.

The drug bust operation was jointly conducted by the Talisay City Police, Provincial Intelligence Unit (PIU), Carcar City Police and the Regional Drug Enforcement Unit (RDEU), in close coordination with the Philippine Drug Enforcement Agency (PDEA)-7.

Nabbed in the buy-bust was Roblen Mata Repdos, 42, married, a Grab taxi driver and a resident of the area. Police said the suspect has kids but as to how many, they still have to verify.

Police said they learned about Repdos’s illegal activities after he was tagged as the source of illegal drugs by drug personalities they have arrested the previous night (Tuesday).

Seized from Repdos were 10 medium packs of suspected shabu, seven medium packs, three sealed green tea bags with Chinese markings which also contained the illegal substance and the marked money used in the operation.

Police Regional Office (PRO-7) chief Police Brigadier General Albert Ignatius Ferro, said he believes Repdos is not a big-time drug dealer but was just used as a courier and bodegero.

According to Ferro, the use of tea bags with Chinese markings as shabu containers is the signature of the Chinese triad, a group long regarded as the manufacturer of illegal drugs in the Asian region.

The regional police chief also assured Cebuanos that despite the extra responsibilities of implementing the ECQ, policemen will remain vigilant against the distribution of drugs in the region.

“The police are not resting. in fact, two days ago, or one day ago our personnel from the mobile force of CPPO were able to seize 20,000 stalks of marijuana. Our police force in PRO -7 are really are not resting on their functions as the law enforcement unit of the government,” Ferro said.

Ferro added that he is hopeful that with the arrest of Repdos, they will be able to unmask his possible cohorts and contacts.

Repdos is now detained at the Talisay Police Station pending the filing of appropriate charges in court. /rcg

The police consider Roel Gaviola of Barangay Tangke, Talisay City, a provincial level high-value individual.

MANDAUE CITY, Philippines — A man, who turned to selling illegal drugs because he was hungry and claimed the barangay officials had not yet delivered relief goods, was arrested at past 10 p.m. today, April 10, 2020, in Sitio Pilit, Barangay Cabancalan, Mandaue City.

Nestor Alcover, 40, a resident of the sitio, was caught selling suspected shabu during a buy-bust operation in the area, said Police Lieutenant Troy John Lalamunan, Casuntingan Police Station chief.

Lalamunan said they conducted the operation after they received information about Alcover’s alleged illegal activities in the sitio.

Police recovered 5 grams of suspected shabu from the suspect, which had an estimated Dangerous Drugs Board (DDB) value of P34,000.

Lalamunan also said that Alcover was a newly identified drug personality in the barangay.

Alcover told CDN Digital in an interview at the Casuntingan Police Station detention cell that he was forced to turn to drugs because food in the barangay had become scarce due to the enhanced community quarantine (ECQ).

He said that he lost his job as a construction worker and a habal-habal (motorcycle-for-hire) driver because of the ECQ, a measure to prevent the spread of the coronavirus disease 2019 (COVID-19).

He claimed that the barangay had not yet delivered the relief goods, and he was hungry, and so he turned to selling illegal drugs so that he could have money to buy food.

He said that he also needed the money because he was the breadwinner of the family.

He said he was single but he was the one taking care of his parents, who are both senior citizens.

Police Lieutenant Lalamunan, however, said that he did not believe Alcover’s claims because the Mandaue City government and the barangays had been doing their job in distributing relief goods to their constituents.

He also said that the suspect even got his illegal drugs allegedly in Barangay Mabolo in Cebu City.

Alcover also told police that he did not know the person who sold illegal drugs to him and that “sugat-sugat lang kuno ang paagi” (the drugs would be acquired through a meet up with the unidentified person).

He said in his case, he met with an unidentified man in Barangay Mabolo.

Alcover was detained at the Casuntingan Police Station detention cell pending the filing of charges.

Earlier, Police Colonel Jonathan Abella, Mandaue City Police Office (MCPO) chief, warned drug dealers that the police were not letting up in their anti-illegal drug operations and were continuing to go after these people involved in the selling of illegal drugs and also those involved in illegal gambling.

Abella gave the warning after five police stations in the MCPO arrested several suspected drug dealers in the last part of March and the first and second weeks of April.

Killing of pregnant woman in Pasil: Cops eye ‘grudge due to drugs’ angle

CEBU CITY, Philippines — Police are investigating if the killing of a woman, who was three months pregnant, in Barangay Pasil, Cebu City on Sunday, April 12, 2020, is drug-related.

Police Master Sergeant Rey Iligan of the San Nicolas Police Station told CDN Digital that the suspected shooter, Jerel Paca Dela Torre, 32, who was arrested a few hours after the shooting inside his house in the barangay, refused to tell them his reason for killing Mae Hyacinth Abellana Quisto, 27.

But from the information they gathered, Iligan said that they were investigating the personal grudge angle related to illegal drugs as the motive of the killing.

Iligan said that both the suspect and the victim seemed to know each other.

He also said that Dela Torre’s brothers were both serving time in jail for illegal drugs.

He, however, said that they were not discounting any other possible motives in the killing.

At past 5 p.m. on Sunday, April 12, 2020, Quisto was shot twice in the head outside her house in Magsaysay Street in the barangay. She was rushed to the Cebu City Medical Center for treatment but the attending physician declared her dead on arrival.

Responding policemen later arrested Dela Torre inside his house in Flores Street of the same barangay after witnesses positively identified Dela Torre as the one who shot Quisto.

Police, however, were not able to find the .45 caliber pistol that Dela Torre allegedly used to kill Quisto.

Siblings nabbed with P1.36M shabu in Mandaue

MANDAUE CITY, Cebu, Philippines — Two siblings from Sibonga town in southern Cebu were caught in a drug buy-bust operation in Barangay Banilad, Mandaue City at past 8 p.m. of April 15, 2020.

Wilfredo Tormis, 34, and his brother Larry Tormis, 30, both residents of Barangay Cagay, Sibonga town, were arrested during a buy-bust operation along A.S. Fortuna Street, Barangay Banilad, Mandaue City or near the border of Mandaue and Cebu cities, said Police Lieutenant Franco Rudolf Oriol, City Intelligence Branc (CIB) chief of the Mandaue City Police Office (MCPO).

Oriol said 200 grams of suspected shabu (crystal methamphetamine or crystal meth) were confiscated from the suspects.

The CIB chief said the confiscated illegal drugs had an estimated Dangerous Drugs Board value of P1.36 million.

He also said that the buy-bust operation was conducted after a previously arrested drug suspect pointed to the brothers as his source of drugs.

Aside from that, Oriol said they also confiscated a .45 caliber pistol from Larry Tormis.

Initial investigation showed that the brothers were already waiting in the Banilad area for the undercover policeman, who acted as a poseur-buyer at past 8 p.m. 

Police said that the brothers had then successfully passed a border control checkpoint along A.S. Fortuna Street.

The brothers told police that they came from the house of a relative in Barangay Apas and were walking towards the meetup place at Barangay Banilad, Mandaue City to deliver the illegal drugs.

The suspects claimed that the drugs were just handed over to them by an unknown supplier and arranged with them the disposal and payment of these drugs.

The suspects were detained at the Mandaue City Police Office detention cell pending the filing of charges./dbs

CEBU CITY, Philippines — At least P900,000 worth of suspected shabu were confiscated while five persons were arrested in a series of three buy-bust operations in Barangay Mabolo, Cebu City in a span of eight hours on Saturday, April 18, 2020.

First to fall were Harold Bacaltos Morales, 45; and Jason Concepcion Rosos, 27; who were arrested during a buy-bust operation at 2:30 p.m. along Almendras Street in the barangay.

Police Major Randy Caballes, Cebu City Police Office (CCPO) City Intelligence Branch (CIB) chief, said that 126.95 grams of suspected shabu were confiscated from the two suspects.

Caballes said the illegal drugs confiscated from the two suspects had an estimated Dangerous Drugs Board (DDB) value of P863,260.

Two hours later at 4:30 p.m., the CIB conducted a followup operation along Sindulan Street of the same barangay where they arrested Jomar Concepcion Rosos, 28, who is Jason Concepcion Rosos’s brother, and his cohort, Jerry Comilang, 30.

Jomar and Comilang were caught with P1,700 worth of suspected shabu.

At 10:45 p.m. or about six hours later, also in Sindulan Street, police conducted another buy-bust operation and arrested Princess Jomao-as, 25, who was caught with P40,800 worth of suspected shabu.

Among the five suspects only Morales is not from Barangay Mabolo. Morales lives in Barangay Banilad, Cebu City.

Siblings caught with P500K shabu in Kamputhaw bust

CEBU CITY, Philippines — Siblings who were into illegal drug trading were caught during a buy-bust operation of the Abellana Police Station along General Maxilom Avenue, Barangay Kamputhaw, Cebu City, at around 2:30 p.m., today, April 19, 2020.

Police Major Elisandro Quijano, Abellana Police Station chief, said the suspects — Raymark Navarro Avenido, 30, and his sister Radylyn Navarro Avenido, 27, who are both from Barangay Carreta, Cebu City — were caught with 75 grams of suspected shabu during the buy-bust operation.

Quijano said that the confiscated suspected shabu had an estimated Dangerous Drugs Board value of P510,000.

Quijano said that the subject of the operation was Raymark who was placed under two weeks surveillance before the buy-bust operation.

Raymark was said to be listed in the high-value individual list in the city level.

The suspect has been jailed before and was even considered as one of the “mayors” or the leader of a jail cell.

Police are still verifying the exact date when he was first arrested and when he got out of jail.

This was also the second time in two days that siblings involved in illegal drugs have been arrested in the city.

On Saturday, April 18, 2020, siblings — two brothers — Jason and Jomar Concepcion Rosos were earlier arrested in separate buy-bust operations that day in Barangay Mabolo, Cebu City.

Jason and his cohort were caught with 126.95 grams of suspected shabu which had an estimated Dangerous Drugs Board value of P863,260.

Jomar and a cohort were arrested two hours later in another buy-bust operation — a followup operation — where P1,700 worth of suspected shabu were confiscated from them.

Quijano said that the two siblings had been allegedly selling illegal drugs for two years in their barangay and other neighboring areas.

Th siblings were detained at the Abellana Police station detention cell and were undergoing profiling and background checking.

Police are also readying a case of violation of Republic Act 1965 or the Comprehensive Dangerous Drugs Act against the suspects./dbs

CEBU CITY, Philippines — Pardo Police are now conducting further investigation on possible new drug group emerging in the area after big amount of suspected shabu were confiscated during their series of buy-bust operations.

This was the statement of Police Major John Kareen Escober, station commander of Pardo Police, after they caught three men in a buy-bust operation along Saint Jude, Barangay Bulacoa, here, past 3 p.m., on Monday, April 27, 2020.

The confiscated illegal drugs weighed at least 85 grams worth P578,000.

This was the second largest amount of suspected shabu confiscated following the P27.8 million worth which was on Sunday, April 26, in Barangay Poblacion Pardo.

“Verifications were made and many individuals were able to disclose about his illegal activities,” said Escober.

The police chief also said that they had a name of an alleged supplier of the three suspects but he did identify the supplier because an ongoing followup investigation was still being conducted.

DUMAGUETE CITY, Negros Oriental, Philippines — More than P476,000.00 worth of suspected shabu (crystal meth) was seized by operatives in two separate anti-drug operation this morning, Thursday, April 30, 2020 in Barangay Boloc-Boloc, Sibulan.

Raymon Recto, 34, whom police classified as a high value individual in their drug personality database, was arrested during a raid in his residence in Purok 6, Barangay Boloc-Boloc at 8:05 this morning.

The joint police operation led by Police Major Danilo Santillan of the Negros Oriental Provincial Police Office (NOPPO) served a search warrant, which was issued by Executive Judge Gerardo Paguio Jr.of the Negros Oriental Regiona Trial Court, to Recto.

Recovered from the suspect’s  residence were 10 sachets with more or less 45 grams of suspected shabu with an estimated Dangerous Drugs Board (DDB) value of P306,000.00 and 2 digital weighing scale.

After one hour, another raid was conducted in the house of Johnlee Piñero also known as “Budok,” whom police also classified as being in their list of drug personalities as a high value individual, in the same barangay.

But according to a police report, Piñero eluded arrest.

Police, howeve, recovered eight sachets of suspected shabu weighing more or less 25 grams and which had a DDB calue of P170,000./dbs

Warehouse yields P40-M Chinese ‘COVID-19 meds’

Around P40 million worth of Chinese medicines—which was being marketed as a cure for the new coronavirus disease (COVID-19)—were found in a warehouse in Malate, Manila, on Friday.

Agents of the National Bureau of Investigation-Special Action Unit (NBI-SAU) and the Bureau of Customs raided the warehouse after they were tipped off that it contained medicines from China.

The drugs found in the warehouse along Singalong Street were the same medicines seized by the NBI last week from a Chinese businessman in an entrapment operation.

“The medicine has seen a higher demand and popularity because of its claims that it can cure COVID-19. However, this medicine is not registered with the Food and Drug Administration so this should be examined and studied,” NBI-SAU chief Emeterio Dongallo Jr. told the Inquirer.

The NBI will invite five Chinese nationals who were at the warehouse. —Nikka G. Valenzuela

CEBU CITY, Philippines — Two young men were caught with P816,000 worth of suspected shabu during a buy-bust operation at 4 p.m. today, June 5, 2020 along J. Labra Street, Barangay Guadalupe, Cebu City.

Dither Gonzaga, 18, and Gino Señires, 20, who are both from Barangay Kalunasan, were caught with 120 grams of suspected shabu during the operation conducted by the Philippine Drug Enforcement Agency in Central Visayas (PDEA-7), said PDEA-7 spokesperson Leia Albiar, during a phone interview with CDN Digital.

Albiar said that the illegal drugs in the possession of the suspects had an estimated Dangerous Drugs Board value of P816,000

Albiar said that the operation against the two men were conducted after they received reports about the two men’s illegal activities and they were placed under surveillance for a week.

Albiar described the two men as new drug dealers who could dispose at least 2 kilos of suspected shabu in a week in Cebu City.

She said that initial investigation showed that Gonzaga was a construction worker while Señires was a jobless man, who had spent time in jail and was released after posting bail.

The two suspects are currently detained in the PDEA-7 detention facility in Barangay Lahug, Cebu City pending the filing of charges./dbs

PDEA arrests beautician in Lapu for drugs

CEBU CITY, Philippines— A target-listed drug personality in Lapu-Lapu City was nabbed by members of the Philippine Drug Enforcement Agency of Central Visayas (PDEA-7) on Tuesday, June 9, 2020.

PDEA-7 agents apprehended Primo Yagong Estardo, 59, a resident of Barangay Punta Engaño in Lapu-Lapu City,  a beautician who is said to have a clientele of students in the area.

According to the PDEA-7 spokesperson Leia Albiar, the suspect is able to dispose of at least 20-30 grams of illegal drugs per week.

“Katong naa pay class, mostly students gyud daw iyang clients. But since nag community quarantine, bisan kinsa nalang,” said Albiar.

(When classes was still on going, most of his clients were students. But since community quarantine was implemented, Estrado was just selling the illegal drugs to anyone.)

During the buy-bust operation, authorities were only able to confiscate two packs of suspected illegal drugs weighing 0.05 grams with the market value of P340.

“PDEA Lapu-Lapu Team will coordinate with the college kay likod ra daw nga area sa college ni nagpuyo ang suspect. This is so the school can help intensify demand reduction among their students,” added Albiar.

Estrado will now be facing charges in violation of section 5, Article II of RA 9165, or the selling of illegal drugs. /bmjo

CEBU CITY, Philippines — Consolacion Police are asking the residents in San Roque, Barangay Lamac, Consolacion, Cebu, to help in the investigation of the ex-convict who was shot dead in his own home last Thursday, June 18, 2020.

This, after some witnesses refused to give the police information about the incident that killed Edison Enodio Calago, 41.

Police Corporal Richie Gilleran, investigator of the case, said that they had visited the neighborhood for two days in a row, but those, who were said to have witnessed the incident, refused to cooperate.

“Maynta og naa silay mahibaw-an. May unta mostorya sila sa amoa para matabangan ang biktima,” said Gilleran.

(We hope that they know something about the killing. We hope that they will talk to us so that we can help the victim’s family.)

However, Gilleran said that they would not give up and would continue to conduct further investigation. He said they were also not yet able to talk with the victim’s wife who could give them more information on the activities of Calago.

In the initial investigation, according to Gilleran, four men arrived onboard different motorcycles and barged inside the house of Calago before the burst of gunfires were heard.

At the moment, Gilleran said they were looking into Calago’s alleged drug involvement as the possible motive of the case.

Gilleran said that Calago had been arrested in 2017 and 2018 for illegal possession of firearms and illegal drugs but he was able to be released after paying bail for each of the cases./dbs

Tisa buy-bust: HVT nabbed with P578K shabu; 2 minors ‘rescued’

CEBU CITY, Philippines — A 35-year-old carpenter was arrested while two 16-year-old boys were “rescued” by the Philippine Drug Enforcement Agency in Central Visayas (PDEA-7) during a buy-bust operation in Sitio Tahna, Barangay Tisa, here, at around 3:30 p.m. this Sunday, July 5, 2020.

The suspect was identified as Juan S. Ermitanio, a resident of the area, who was identified as a high-value target (HVT) after three days of case buildup.

Confiscated from Ermitanio were at least 85 grams of suspected shabu with a worth of P578,000.

According to PDEA-7 spokesperson Leia Albiar, Ermitanio could dispose up to a a kilo of illegal drugs every week.

She said that the information about the illegal activities of Ermitanio came from a confidential informant.

Upon further information, it was found out that the two minors served as the first to transact to the costumers of Ermitanio.

“Accordingly ang minors maoy makigmeet una sa katransact, before mugawas si Ermitanio,” said Albiar.

The two minors were turned over to the Department of Social Welfare and Development (DSWD) for assessment while Ermitanio was being held at the detention facility of PDEA-7 in Sudlon, Baranagy Lahug, Cebu City.

A case for violation of section 5 or the selling of dangerous drugs, section 11 or the possession of dangerous drugs and section 26 or conspiracy, under Article II of Republic Act 9165 of the Dangerous Drugs Act, will be filed against the suspect.

The operation against Ermitanio happened a day after the Cebu Police Provincial Office Provincial Drug Enforcement Unit arrested two brothers who had expanded their operations from Consolacion to Mandaue City, Liloan and Compostela.

The siblings were also caught with 22 grams of suspected shabu with an estimated Dangerous Drugs Board of P204,000 during a buy-bust operation in Barangay Tayud, Consolacion, a town in northern Cebu../dbs

CEBU CITY, Philippines— A high-value target from Barangay Duljo Fatima here was nabbed by agents of the Philippine Drug Enforcement Agency in Central Visayas (PDEA-7) in a buy-bust operation on Wednesday noon, July 15, 2020.

Authorities were able to apprehend Cristian Recafort, alias Elijah, a 26-year-old jobless man who is a resident of the area where he was caught.

Confiscated from the suspect were ten packs of suspected illegal drugs weighing at least 50 grams.

The estimated market value of the drugs is P340,000.

The suspect has been under surveillance for at least two weeks.

According to PDEA-7, the suspect can dispose an average of 500 grams of illegal drugs every three days.

A case for violation of RA 9165 or the Comprehensive Dangerous Drugs Act of 2002 will be filed against the suspect. /bmjo

Duterte says admin won’t ‘dodge’ duty to fight for human rights

MANILA, Philippines — Despite repeatedly condemning international investigations into alleged human-rights violations in the Philippines, President Rodrigo Duterte on Monday assured that his administration “will not dodge our obligation to fight for human rights.”

“My administration always believed that freedom from illegal drugs, terrorism, corruption and criminality, is itself a [human right],” Duterte said during his fifth State of the Nation Address (Sona) on Monday.

The President’s brutal crackdown on illegal drugs has drawn widespread criticisms both locally and internationally.

Recently, the Office of the High Commissioner for Human Rights presented a 26-page report on the human rights situation in the Philippines.

The report showed that human-rights violations in the Philippines stem from the government’s “heavy-handed approach” against national security threats and illegal drugs.

The report also flagged the “near impunity” in the government’s handling of drug war killings.

Duterte, during his penultimate Sona said part of the administration’s effort to uphold human rights is the “protection of the rights of children and the right against discrimination.”

He said he signed Executive Order No. 92 which created the National Council Against Child Labor.

“Government efforts to protect the rights of children will be amplified to prevent, reduce and eliminate any form of child labor,” he said.

Further, the President added that he also issued Executive Order No. 100 which establishes the Diversity and Inclusion Program as a national government program.

“We want to end the discrimination of persons on the basis of age, disability, ethnicity, sexual orientation and gender identity and expression, and other character traits,” he added.

CEBU CITY, Philippines— A high-value target who was a  former university instructor from Negros Oriental was nabbed by authorities Tuesday night, August 18, 2020, in barangay Bolocboloc in Sibulan town, Negros Oriental.

The suspect was identified as Mark Cavin Ronquillo, 28, jobless and a resident of the area.

Seized from the operation of the Philippine Drug Enforcement Agency Central Visayas (PDEA-7) and the Philippine National Police of Negros Oriental were three pieces of medium-sized packs of suspected illegal drugs weighing more or less 50 grams with a market value of P340,000.

Ronquillo was put under surveillance for a month as he was suspected for disposing illegal drugs in neighboring cities of Tanjay, Bais, and Dumaguete. In a week, the suspect can allegedly dispose 50 to 100 grams of drugs.

Siblings caught with P500K shabu in Kamputhaw bust

CEBU CITY, Philippines — Siblings who were into illegal drug trading were caught during a buy-bust operation of the Abellana Police Station along General Maxilom Avenue, Barangay Kamputhaw, Cebu City, at around 2:30 p.m., today, April 19, 2020.

Police Major Elisandro Quijano, Abellana Police Station chief, said the suspects — Raymark Navarro Avenido, 30, and his sister Radylyn Navarro Avenido, 27, who are both from Barangay Carreta, Cebu City — were caught with 75 grams of suspected shabu during the buy-bust operation.

Quijano said that the confiscated suspected shabu had an estimated Dangerous Drugs Board value of P510,000.

Quijano said that the subject of the operation was Raymark who was placed under two weeks surveillance before the buy-bust operation.

Raymark was said to be listed in the high-value individual list in the city level.

The suspect has been jailed before and was even considered as one of the “mayors” or the leader of a jail cell.

Police are still verifying the exact date when he was first arrested and when he got out of jail.

This was also the second time in two days that siblings involved in illegal drugs have been arrested in the city.

On Saturday, April 18, 2020, siblings — two brothers — Jason and Jomar Concepcion Rosos were earlier arrested in separate buy-bust operations that day in Barangay Mabolo, Cebu City.

Jason and his cohort were caught with 126.95 grams of suspected shabu which had an estimated Dangerous Drugs Board value of P863,260.

Jomar and a cohort were arrested two hours later in another buy-bust operation — a followup operation — where P1,700 worth of suspected shabu were confiscated from them.

Quijano said that the two siblings had been allegedly selling illegal drugs for two years in their barangay and other neighboring areas.

Th siblings were detained at the Abellana Police station detention cell and were undergoing profiling and background checking.

Police are also readying a case of violation of Republic Act 1965 or the Comprehensive Dangerous Drugs Act against the suspects./dbs

CEBU CITY, Philippines — There might have been illegal drugs being shipped undetected while Cebu Province and Cebu City gradually downgraded their quarantine status.

This was what Director Levi Ortiz of the Philippine Drug Enforcement Agency in Central Visayas (PDEA-7) suspects after their series of buy-bust operations led to the confiscation of millions worth of suspected shabu.

“Naay nakasulod nga mga drugs daw. Siguro naa gyud kay naa pa man tay nakuha. Pero not that big, pero naa gyud nak sulod,” said Ortiz.

(There are drugs that have entered Cebu. Perhaps, it’s true because we still found and confiscated illegal drugs during our operations,  but it’s not that big a volume.)

According to Ortiz, the shipment of undetected contraband is not impossible especially that the stricter restrictions have eased due to recovering status of the community from the pandemic crisis.

Ortiz said that poverty was also one of the main reasons why there would still be illegal drugs that would reach areas despite the risks and chances of getting caught along the way.

“Drugas gyud is fast and easy money man.(Drugs is fast and easy money.) So there’s no stopping them from selling despite the fear of being jailed,” said Ortiz.

For now, Ortiz said that they were monitoring shipments that were coming from the Metro Manila since based on their investigation with the recent big operations, some of the items were traced all the way to Manila.

Ortiz said that they were also tailing personalities that were reported to have been involved in new drug groups.

But Ortiz said that they could not confirm if there was a new drug group rising with the recent HVTs arrested.

He said they had yet to get background information if these personalities were not tied to current and old groups operating around the region./dbs

CEBU CITY, Philippines — The barangay drug clearing program is one of the keys that would indicate that the law has won against the war on illegal drugs.

This is what Director Levi Ortiz of Philippine Drug Enforcement Agency in Central Visayas (PDEA-7) told reporters in a press briefing this afternoon, September 4, 2020.

According to Ortiz, they have been meeting with the barangay officials as what was also directed by the PDEA headquarters to be able to discuss more on plans in relation to buy-bust operations and information gathering of suspected drug personalties in the areas.

“Atoa man gipang hingusgan ron ang barangay clearing program… it’s the only way na maka ingon ta nga we are wining against illegal drugs. Kay bisag unsa pa kadaghan atoang seizure, bisag unsa pa kadaghan atoang madakpan, di man nato maklaro if we are winning. However, if ma clear nato ang mga barangays sa illegal drugs, we can say nga naa gyud progress ang anti-drug campaign,” said Ortiz.

(We are intensifying our barangay clearing program …it is the only way that we can say that we are winning against illegal drugs because even if we have many drug seizures and many arrests, we cannot clearly say that we are winning. However, if we can clear the barangays of illegal drugs, then we can say that we have made progress in the anti-drug campaign.)

Ortiz said once a barangay would be declared drug free, it would also connect to the illegal drug supply reduction which would connect to the relentless operations and demand reduction and which would connect to preventive education and community-involvement activities and harm reduction where the illegal drug users and pushers would be given a chance to live in the community again as proactive citizens.

Now that the community was slowly transitioning to the new normal, Ortiz said that the illegal drug traders would also be making new ways to be able to transport illegal drugs which would also end up in the barangays.

“Nagpaabot ra man gyud ni sila opportunity para mapadayon ilang negosyo. If we will go back to normal na, syempre kini sad sila, mangita sad ug paagi nga mapalusot ilang mga illegal business… bisag unsa kadaghan ng droga adto gihapon na mo landing sa mga barangay,” said Ortiz.

(They are just waiting for an opportunity to continue their illegal business. If we will go back to normal, then they too would find ways to operate their illegal business … and these much drugs would end up in the barangays.)/dbs
