PDEA arrests 15 suspects; over P460k worth of drugs seized

Fifteen persons were arrested by agents of the Philippine Drug Enforcement Agency in Central Visayas (PDEA-7), including a three-month pregnant woman, in a buy-bust operation conducted in two hotels in Cebu City on Wednesday night, which yielded P460,800 worth of drugs.

According to Earl Rallos of PDEA-7, they conducted buy-bust operations at Anmore Hotel in Juana Osmeña Extention and at Capitol Tourist Inn at Don Gil Garcia Street.

Rallos said, the suspects were checked in rooms in the hotels where they hold pot sessions.

“The first operation happened at 7 p.m., in Capitol Tourist Inn along Don Gil Garcia Street, which resulted to the arrest of suspected drug pusher Ralph Ladrazo.”

Vilocura was arrested together with his 11 customers.

Fifteen minutes later,another team from PDEA-7 collared alleged drug pusher Stacy Gratel Escala Villegas, who is three months pregnant, in Anmore Hotel on Juana Osmeña Street.

She was caught with Allan Ramos Garcia and Ervin Rosal Noquillo

Seized from the suspects were 135.18 grams of white crystals believed to be shabu worth P460,800.

Rallos said they will look into the criminal liabilities of the management of the hotels.

Fifteen persons were arrested by agents of the Philippine Drug Enforcement Agency in Central Visayas (PDEA-7), including a three-month pregnant woman, in a buy-bust operation conducted in two hotels in Cebu City on Wednesday night, which yielded P460,800 worth of drugs.

Earl Rallos of PDEA-7 today revealed that the buy-bust operations they conducted at Anmore Hotel in Juana Osmeña Extention and at the Capitol Tourist Inn at Don Gil Garcia Street led to the arrest of the suspects engaged in a drug session inside the rooms of the raided hotels.

“The first operation happened at 7 p.m., in Capitol Tourist Inn along Don Gil Garcia Street, which resulted to the arrest of suspected drug pusher Ralph Ladrazo.” Vilocura was arrested together with his 11 customers.

Fifteen minutes later, another team from PDEA-7 collared alleged drug pusher Stacy Gratel Escala Villegas, who is three months pregnant, in Anmore Hotel on Juana Osmeña Street. She was caught with Allan Ramos Garcia and Ervin Rosal Noquillo

Rallos said they had seized a total of 135.18 grams of white crystals believed to be shabu in the two operations, estimated to be valued at P460,800.
Rallos said they will look into the criminal liabilities of the management of the hotels.

Cebu Daily News tried to get the reaction of the two hotels but the staff of both establishments refused to comment, saying their respective managers were not around to speak on behalf of their hotels.

City jail inmate yields ‘shabu’; 4 others arrested for drugs

TEN sachets of suspected shabu were seized from an inmate in a greyhound operation at the Cebu City Jail in Barangay Kalunasan, Cebu City, yesterday dawn.

In a dyAB report, Ralph Joseph Peralta, who is detained for theft charges, claimed he bought the illegal drugs for P800 from a fellow inmate and sold it for P100 per pack.

The search was made on the second floor occupied by 600 inmates.

Supt. Arnel Peralta, Cebu City Jail warden, said an investigation will be made to check if some jail guards were in cahoots with the suspect, the report said.

Peralta said it was also possible that the drugs found its way into the jail through “bombing,” a modus where the contraband are thrown over the facility’s fence.

“It could be that some habal-habal (motorcycle-for-hire) drivers are involved,” said Peralta in a separate report by ABS-CBN’s TV Patrol Central Visayas.

To prevent such modus, Peralta said there is a plan to install nets in the facility’s perimeter fence.

Weekly greyhound operations will also be conducted to prevent the smuggling of illegal drugs and other contraband into the facility, said Peralta.

Meanwhile in Lapu-Lapu City, four persons were arrested and almost half a million pesos’ worth of alleged shabu were confiscated in three separate police operations on Thursday.

Rowls Justine Ybañez, 30, of Barangay Kalawisan was arrested in a buy-bust operation led by Senior Insp. Felix Cleopas III, station commander of Hoops Dome Police Station, for having in his possession sachets of suspected shabu worth P7,500 based on Dangerous Drugs Board value.

The same team also conducted a buy-bust operation in Purok Balanghoy, Barangay Gun-ob, that resulted in the arrest of Anielet Estardo, 39, and her lover Froilan Dumanon, 26. Seized from them were packs of suspected shabu worth P354,000, P600 cash and P1,000 buy-bust money.

Earlier at 5 a.m. of the same day, policemen from the Special Weapons and Tactics (SWAT) led by Senior Insp. Percival Miasco, together with Pusok Police Station headed by Chief Insp. Jaime Tolentino, arrested a motorcycle rider at a checkpoint that they conducted in Matumbo Road, Barangay Pusok.

The motorcycle rider identified as Jorvie Pejana, 25, of Barangay Buaya, Lapu-Lapu City, yielded 230 small sachets of shabu weighing 9.2 grams with a Dangerous Drugs Board value of P108,560, during body search.

Son of retired judge arrested for drugs possession

CEBU CITY–The son of a retired judge was arrested on Friday night after he was caught allegedly possessing four small sachets of shabu worth P3,000 in Barangay Cogon Ramos, Cebu City.

The suspect was identified as Cesar Euginion Estrera, 42, from Barangay Cogon Ramos and son of retired judge Cesar Estrera.

He was arrested on Friday night when operatives of Fuente Police Station saw him placing inside his pocket four sachets of white crystalline believed to be shabu.

According to PO3 Ramonito Canas, Estrera tried to elude them but was blocked by other policemen who where in the area.

Estrera, who was included in the drugs watchlist, was detained at Fuente police station, pending the filing of charges for violation of Republic Act 9165 Section 12 or the Comprehensive Dangerous Drugs Act of 2002, specifically on the possession of drugs.

DEJECTED. Cesar Eugenio Estrera says his arrest may be the incentive he needs to turn away from a life of drugs.

A son of a retired judge was arrested last Friday evening by police on charges of illegal drug possession near his home in Barangay Cogon Ramos, Cebu City.

The 42-year-old suspect identified as Cesar Eugenio Estrera was approached by Fuente police and asked if he had any drugs in his possession.
Estrera was included in the watch list of drug suspects by the Cebu City police.

Estrera tried to escape but was eventually cornered and subjected to a body search during which he yielded shabu and shabu paraphernalia to the police.

Estrera denied being a pusher and admitted that he only used drugs.

He said his parents had been reminding him to quit his habit to no avail.

Elsewhere, five persons were arrested, and P80,000 worth of shabu were seized by police in separate drug operations in Lapu-Lapu City last Friday.

Drug suspects Artemio Augusto, Romeo Ybanez and Annette Amante, all residents of Purok Shooting Star in Barangay Babag, were arrested by police who seized from their possession P70,000 worth of shabu last Friday evening.

Hours earlier at Maximo Patalinhug Avenue in Barangay Gun-ob, police arrested a certain Salvador Tampus, a resident of Barangay Babag who was included in the watch list of suspected drug pushers.

Taken from his possession were small sachets of shabu worth P5,000.

At past 8 p.m., Marigondon police arrested Samuel Solano at Sitio Ibabao in Barangay Agus.

Confiscated by police from his possession were one small sachet of shabu worth P4,000.

Policeman relieved from post after failing to report brother’s illegal drugs activities

CEBU CITY—A policeman was relieved from post after he failed to report the alleged involvement of his his brother in the illegal drugs trade.

SPO2 Jeffrey Diola was transferred from the police station in Talisay City, southern Cebu to Office of the Personnel Holding Admin Unit of Cebu Provincial Police Office (CPPO) in Cebu City.

Senior Supt. Eric Noble, CCPO director, ordered Diola’ relief after reading a news article in Cebu Daily News about the arrest of Diola’s brother, Dennis and the latter’s common-law wife, Manilyn Arquillano in a buy-bust operation last Saturday.

The police ranked Dennis, 48, and Arquillano, 22, 3rd and 6th in the list of high value targets in central Visayas.

According to Noble, Diola’s failure to inform the intelligence group about his brother’s involvement in the illegal drugs trade was considered an act unbecoming of a police official.

He said Diola will be subjected to an investigation.

Diola said he already warned Dennis to stop selling illegal drugs but his brother ignored him.

Dennis was allegedly a trusted aide of Jeffrey “Jaguar” Diaz, the number one drug lord in Central Visayas who was slain in Las Pinas City in June 2016.

He and Arquillano were arrested during a buy bust operation in their house in Sitio Thana, Barangay Tisa in Cebu City on Saturday night.

Police seized P27,000 worth of shabu and a .38 revolver from the suspects.

FOR failing to report his younger brother as being involved in illegal drugs, a police officer assigned to the Talisay Police Station was relieved from his post yesterday.

SPO2 Jeffrey Diola, the older brother of Dennis Diola, 48, the No. 3 man in list of the Police Regional Office’s top 10 High Value Targets in its drug war, was ordered relieved by Senior Supt. Eric Noble, Cebu Provincial Police Office (CPPO) chief, from his post and transferred to the CPPO’s personnel holding admin unit.

Noble said he ordered the relief of SPO2 Diola after he read about the arrest of Dennis Diola and his girlfriend Manilyn Arquillano during a buy-bust operation in Sitio Thana, Barangay Tisa, Cebu City.

When sought for his reaction about his relief, SPO2 Diola said he was confused about why he was relieved from his post.

“Naglibog pa ko, sir, ngano naing-ani ko ani, sir. Nagtinarong man unta ko sa ako trabaho (I am confused why I am treated like this because I have been doing my job as a police officer),” said Diola in a text message to Cebu Daily News.

Noble, for his part, said that as a police officer, SPO2 Diola’s reason to say that he just warned his brother several times to stop his illegal drug activities is not enough, and he should have informed his colleagues or the office about it.

Noble said that even if he warned his brother, would there be proof that he indeed warned him to stop his illegal activities?

But SPO2 Diola said in a text message that he had a long time ago informed the Regional Special Operations Group (RSOG) about his brother’s activities.

Diola said that it was even before Duterte became president.

“I had long informed the RSOG about my brother’s involvement in drugs. It was even before Duterte became president. I even thought of killing him myself after he used my name in his illegal activities. My elder brother, however, stopped me),” SPO2 Diola said in Cebuano.

“When I joined the police force, my brother and I were no longer on speaking terms. I even had him arrested. This caused friction between my father and I, and we had not spoken with each other until he passed away,” SPO2 Diola said in Cebuano.

13 nabbed with drugs, gun at Subangdaku checkpoint

Thirteen persons were arrested after they were caught with illegal drugs, drug paraphernalia and a firearm at a police checkpoint along M. Logarta St. in Barangay Subangdaku, Mandaue City on Monday.

Senior Insp. Genilo Veraque, Subangdaku Police Station chief, said 12 persons, who were either caught in possession of suspected shabu or drug paraphernalia, are namely: Julieto Abellana, 28, of Barangay Subangdaku, Mandaue City; Mark Galvez, 19, of Pusok, Lapu-Lapu City; Reynante Canumay, 38, of Pusok, Lapu-Lapu City; Rio Tubio, 31, of Gun-ob, Lapu-Lapu City; Noel Rafols, 42, of Sta. Lucia, Consolacion; Arnel Dejeto, 28, of Umapad, Mandaue City; Leo Quilongquilong, 32, of Humay-Humay, Lapu-Lapu City; Marwin Minoza, 26, of Umapad, Mandaue City; Edwin Saraosos, 44, of Basak Pardo, Cebu City; Jeovany Debalucos, 39, of Pagsabungan, Mandaue City; Roy Balase, 25, of Canduman, Mandaue City; and Gerson Llamido, 24, of Kandulawan, Minglanilla.

Veraque said Albert Tubosa, 31, of Suba, Cebu City, was caught in possession of an unlicensed .38 revolver.

The Subangdaku Police Station chief said that they set up a police checkpoint at 3 a.m. on Monday along M. Logarta street in Barangay Subangdaku, which was part of the activities to be conducted when the red alert status would be raised.

The red alert status was raised then because of the threats of terrorism and the regular conduct of anti-criminality operations.

He said that they stopped PUJs and motorcycles at the checkpoint, which led to the arrest of the suspects and the confiscation of a gun and suspected shabu.

Murder suspect refutes police claims of drug ties

The camp of suspected drug dealer Steve Go refuted the charges leveled at him by the police, saying the basis of these allegations stemmed from a car he owned that was seized in a drug bust last May 15.

In yesterday’s press conference, Go’s lawyer Bienvenido Barin said the 1997 Honda Civic owned by his client is a secondhand vehicle registered under another person’s name.

“He has a rent-a-car business, laundry services and car wash. This is part of his business where he allowed his car to be rented,” Barin said.

He said the authorities should have validated the reports on Go first before accusing his client.

“We are doing this not to preempt or prevent police drug operations but rather to clear his name and protect his family, (so at least) people will know that we have already denied these charges,” Barin said.

He said Go was detained at the Talisay City Jail on a murder charge. But Barin refused to elaborate on the case.

Go’s name was linked to a former worker of the Bureau of Immigration named Danilo Ruiz who was arrested in a joint police operation at his home in

Ruiz compound, Barangay Tabunok at Talisay City last May 15.

The 55-year-old Ruiz is the younger brother of former Interior undersecretary Lito Ruiz and a relative of Regional Director Yogi Filemon Ruiz of the Philippine Drug Enforcement Agency (PDEA).

Ruiz admitted knowing Go and claiming that he used to do errands for him.

He also said he was a user and not a drug pusher.

Taken from his home were several packets of shabu, ammunition and one revolver.

Police urged: Finish EJK probe

The regional Commission on Human Rights (CHR-7) asked the police yesterday to submit the results of their investigations into the deaths of drug suspects during police operations in Cebu province.

During yesterday’s Provincial Peace and Order Council (PPOC) meeting, CHR chief investigator Leo Villarino asked the Cebu Provincial Police Office (CPPO) to furnish a copy of reports on over 100 deaths of suspects in police operations in Cebu.

Villarino said their Manila office is conducting an inventory of all the suspected extrajudicial killings (EJK) that occurred from December last year to May this year.

The CPPO said there were 103 suspects who died in 1,669 police operations in Cebu province from July last year to May this year.

“We need to find out if those deaths during police operations were investigated by the police since it is part of their mandate. They have been given instructions that they also need to conduct internal investigations,” Villarino said.

When the police fail to conduct investigation on these deaths, Villarino said they will be considered EJKs. Noble said they will coordinate with CHR on their request.

“We already talked. We have reports on those deaths. We have folders where we consolidate all of our reports. It is ready,” Noble said.

Surprise Talisay jail inspection yields drugs, mobile phones

CEBU CITY–At least 28.08 grams of shabu worth P295,994 were among the contrabands seized by the police and jail officers in a surprise inspection inside the Talisay City Jail in Barangay Maghaway, Talisay City around 8 p.m. on Wednesday.

Senior Supt. Eric Noble, director of the Cebu Provincial Police Office, said authorities also seized three cellular phones and assorted drug paraphernalia.

Noble said they received information from arrested drug suspects that illegal drugs proliferated inside the jail facility in Talisay City.

“A Greyhound operation conducted by the Talisay City police and the Bureau of Jail Management and Penology was then conducted which resulted in the seizure of the contraband,” he said.

Man released from jail arrested for drugs; 18 others nabbed in buy-bust operations

AFTER gaining liberty a year ago, a 37-year-old man found himself locked in jail again after he was arrested in a drug buy-bust operation in Barangay Mambaling, Cebu City.

Danilo Uralde allegedly sold a pack of shabu to a poseur-buyer when agents of the Philippine Drug Enforcement Agency in Central Visayas (PDEA-7) arrested him in his home in Sitio Tangke 2 past 3 a.m. last Thursday.

Also arrested was 35-year-old Gerald Cañete, the alleged runner of Uralde, said PDEA-7 information officer Leia Albiar.

Seized from the two men were 10 packs believed to contain shabu with an estimated value of P160,000, said Albiar.

A three-week surveillance was made before the operation was conducted to arrest Uralde.

According to Albiar, Uralde was previously convicted for violation of Section 11 of the Republic Act 9165, also known as the Comprehensive Dangerous Drugs Act of 2002.

Uralde was released from the New Bilibid Prison in Muntinlupa City last June 2016.

Albiar said Uralde is a remnant of Jeffrey “Jaguar” Diaz, the Cebuano drug lord who was killed in an alleged shootout with police in Las Piñas City last year.

Uralde is the second drug personality with ties to Diaz who fell into the hands of authorities in a span of two weeks.

Last May 31, police arrested Arnulfo Abellana in a buy-bust operation in Barangay Duljo-Fatima, Cebu City.

Police had said Abellana was a cohort of Diaz but lay low when the latter was killed.

He surrendered to the police at the height of the government’s Oplan Tokhang campaign last year but eventually returned to his illegal drug activities, police said.

In another drug operations, 18 drug suspects were arrested in the different parts of Cebu province during the last three days.

Five of them were arrested in Minglanilla town, southern Cebu. They are James Canales, 28; Arnaldo Juezan III, 23; Nelson Mari Hortelano, 26; Marck Fracis Quijano, 27; and Joshua Encabo, 19, all residents of Barangay Pakigne.

Supt. Dexter Calacar said that around 8 p.m. on Thursday, the operatives of Minglanilla Police Station conducted a buy-bust operation against Encabo. Seized from the suspect were small sachets of suspected shabu and drug paraphernalia.

The other four suspects were caught inhaling shabu in an abandoned house, Calacar said.

All suspects are now detained at the Minglanilla Police Station.

Meanwhile, two suspected drug pushers were also arrested in Sitio Kawayan, Barangay Yati, Liloan town, northern Cebu yesterday. The two drug supects— Elmer Abucay and Raul Sugarol — are reportedly new players in the illegal drug trade in their area.

In Lapu-Lapu City, seven persons were arrested at a lodging house in Barangay Pajo past 12 midnight yesterday.

They are Junaid Badio, 33, of Sitio Langub, Barangay Poblacion; Eduardo Renegado, 39, of Barangay Basak, Lapu-Lapu City and Alberto Gelig, 32, of Sitio Punta Rizal, Barangay Pajo.

Chief Insp. Mark Gifter Sucalit and Senior Insp. Joey Bicoy of the City Drug Enforcement Unit (CDEU) received an information from a concerned citizen regarding the illegal drug activity of the suspects, thus they conducted the buy-bust operation around 12:30 midnight yesterday.

Police seized from them sachets of suspected shabu worth P34,692 based on Dangerous Drugs Board (DDB) value, P600 cash believed to be proceeds from selling drugs and P200 buy-bust money.

In another drug operation, one Alexander Pinto, a.k.a. “Titing Muslim,” 33, of Sitio Datag, Barangay Maribago, was also arrested in a buy-bust operation past 9 p.m. on Wednesday.

The elements from the Philippine Drug Enforcement Agency in Central Visayas (PDEA-7) and CDEU led by Chief Inspector Sucalit and Senior Inspector Bicoy conducted the buy-bust operation and arrested Pinto, who allegedly yielded 25.48 grams of suspected shabu worth P300,664 based on DDB value, P1,300 cash believed to be proceeds from the illegal drug trade and P200 buy-bust money.

Another operation conducted by the elements of Mactan Police Station headed by Chief Insp. Wayne Magbanua resulted to the arrest of three suspected drug peddlers in Sitio Buyong, Barangay Maribago past 3 a.m. yesterday.

Helbert Amistad, 40, Isaac Dano, 41, and Florencio Gonzaga Jr., 25, were caught with a small sachet of suspected shabu worth P7,000.

Brgy. chief, councilman nabbed with guns, drugs

A BARANGAY captain and a barangay councilman of a northern town were arrested on Thursday after police confiscated unlicensed firearms inside their houses.

Rene Olivar, barangay captain of Lamintac Norte of Medellin town, and barangay councilman Rex Bateran were turned over to the Cebu Provincial Police Office yesterday after their arrest on Thursday night.

Supt. Joie Yape, Provincial Intelligence Branch (PIB) chief, said that they served a search warrant issued by Executive Judge Jacinto Fajardo Jr. of the Regional Trial Court Branch 66 for violation of Republic Act 10591 for possessing unlicensed firearms against Olivar and Bateran.

Yape said that Olivar, 55, who is also the Association of Barangay Councils president of the town, was caught with an unlicensed .45 caliber pistol.

Senior Insp. Nazareno Emia, deputy chief of PIB, said the barangay captain was also a drug surrenderer but had been in PIB’s watch list of level 1 high-value targets in their drug war.

Emia said that level 1 high-value targets are those who are government officials being monitored for having links to illegal drugs.

Olivar, however, denied the drug allegations against him and told Cebu Daily News that he only forgot to renew the license of his firearm, which he planned to do this month.

He also said the police caught him with the gun before he could renew its license.

Yape also said that Bateran, 40, was caught with four sachets and a medium pack of suspected shabu weighing 5.05 grams with an estimated worth of P90,000.

Yape added that Bateran was also caught with an unlicensed .38 caliber revolver inside his house.

New Toledo cop chief promises to continue war vs drugs

THE newly installed police chief of Toledo City promised to continue the works of his predecessor, Supt. Samuel Mina Jr., especially on the war against illegal drugs.

Supt. Anthony Bagarinao assumed as new Toledo City Police Station chief yesterday, replacing Mina, who will fill up the position vacated by Bagarinao as deputy police director for administration of the Cebu Provincial Police Office (CPPO).

Bagarinao, who hails from Balamban town, also promised to intensify checkpoint operations, improve police visibility in the different areas of the city and reduce the crime rate.

During the turnover of command yesterday attended by around 69 police personnel of Toledo, CPPO chief Eric Noble warned his men not to engage in illegal activities, including illegal drug trade, in order not to be arrested or discharged from service.

Noble told the police personnel not to waste their profession by engaging in illegal activities since it is very hard to get accepted into the PNP (Philippine National Police) organization.

“Lahat nang madadaanan na simbahan siguro papasukin at magdasal na sana ma-hired at makapasok man lamang sa organisasyon tapos sayangin lang dahil na involved sa illegal activities?” said Noble.

He also warned his men not to get involved in illegal gambling like Swertres and instead focus their work on eradicating lawless elements and campaigning against all forms of illegal activities.

Toledo Mayor John Henry “Sonny” Osmeña, who was not around during the ceremony, sent City Administrator Ferdinand Marquez to extend the recognition of Toledo City Police Station for keeping the city safe.

Oplan Pokemon yields P1.7M shabu, nets 81 persons linked to drugs

AN ESTIMATED P1.7 million worth of illegal drugs and 81 persons, three of them considered high-value targets, were arrested for selling or possessing illegal drugs during the 15th Oplan Pokemon or one-time, big-time operation of the Cebu City Police Office (CCPO).

Thursday’s operation yielded one large pack, 33 medium packs and 200 sachets of suspected shabu weighing 149.42 grams with an estimated Dangerous Drugs Board value of P1,763,156, said Supt. Ryan Devaras, CCPO’s Investigation and Detection Management Branch chief, during the presentation of the evidence and suspects at the CCPO yesterday.

The three alleged high-value targets who were caught in the operation were Celso Ibot of Barili town, and Polian Generalao and Celso Divino of Barangay Mambaling, Cebu City, City Intelligence Branch head Chief Insp. Christopher Navida said.

Navida said that the three could allegedly dispose of 300 grams to 400 grams of shabu in a week.

Aside from those arrested for illegal drugs, 40 other persons were caught during the operation for violations such as illegal gambling, theft, physical injury or illegal possession of firearms.

Ermita arrest, Calamba raid

In another operation in Barangay Ermita, Carbon police also arrested Joshua Cartagenas, 26, of Barangay Ermita.

Insp. Mark Arriola, Carbon Police Station chief, described Cartagenas as a high-value target who could dispose of illegal drugs from 200 grams up.
Cartagenas was also caught with 43 sachets of suspected drugs.

Also in another separate operation on Thursday, the National Bureau of Investigation raided a suspected drug den in Quijano Compound in Barangay Calamba and arrested Noel Rodimo, 40, of Barangay Guadalupe; Ryan Lapinid, 37; and 24 others.

NBI-7 Special Agent Arnel Pura said that they arrested Rodimo and Lapinid and 33 others, but among the 35 suspects, only 26 were found positive of using illegal drugs after undergoing drug tests.

Two sachets of suspected shabu were also confiscated from the suspects.

Man shot dead in Talisay; drugs eyed as motive

A 36-year-old man was gunned down by three unidentified men on Monday night in Barangay Linao, Talisay City, southern Cebu.

Welgen Caquilala, single, of Barangay Maghaway, Talisay City, sustained multiple gunshot wounds in the head and body causing his instantaneous death.

SPO1 Cecilio Miñoza, police investigator of Talisay City Police Station, said the victim was talking with the suspects before the incident. But minutes later, the suspects shot Caquilala while he was about to board his motorcycle, and sped off.

Miñoza said they are now eyeing drugs as the possible motive of the incident since there is a known drug den in the area where the incident occurred.

The drug den was already raided by the Talisay police before, according to Miñoza.

The witnesses, however, could not identify the names of the suspects, who are known drug personalities in the area.

A policeman assigned at the Regional Personnel Holding Admin Unit of the Police Regional Office in Central Visayas (PRO-7) was arrested in a buy bust operation near his residence in Barangay Tuyan, Naga City, at dawn today.

PO2 Ronjie Magsayo Nadora, 37,  was playing mahjong near his residence with three other men when he was caught with drugs during the joint operation led by Senior Superintindent Jonathan Cabal, Chief of the Regional Intelligence Division (RID-7), and Superintindent Joie Yape Jr., Chief of the Provincial Intelligence Bureau of the Cebu Provincial Police Office.

The operation was supervised by PRO-7 director Chief Superintendent Noli Talino and CPPO director Senior Superintindent Erick Noble.

Inventory of items confiscated from Nadora’s possession  is now on going.

Police claim success in war against drugs

Both PDEA Regional Director Yogi Filemon Ruiz and Chief Supt. Noli Taliño, Police Regional Office chief, cited community involvement as essential in the war against illegal drugs.

An “unprecedented number of surrenderers” and nearly half a billion pesos’ worth of illegal drugs were seized by the Police Regional Office (PRO) 7 in the first year of the Duterte administration.

“Our campaign against illegal drugs, I would say, is very successful,” Chief Supt. Noli Taliño, PRO-7 director, replied when asked about his assessment on “Oplan Double Barrel” which marked its first year today.

Taliño said their annual accomplishment report covering the period July 1, 2016 to June 27 this year showed that 9,177 drug personalities were arrested while police seized 34,734.33 grams of shabu worth P409,865,094.

“The amount of drugs that were seized saved a lot of lives,” he said.

Police also recorded 108,621 drug surrenderers as part of their Oplan Tokhang.

About 183 persons also died due “to legitimate operations,” Taliño said.

Taliño said the intensified war on illegal drugs also saw a decline in crime volume by 6.4 percent.

“The best result of the ‘Double Barrel’ campaign was the 28.1 percent decrease in the index crime,” he said.

Index crimes committed against persons and properties went down from 16,322 index crimes in May 2016 to 11,740 in May this year.

But non-index crimes like illegal drugs, gambling and illegal logging rose from 32,370 in May last year to 33,826 in May this year or an increase of 4.5 percent.

“An increase in non-index crime is positive since it means more operations were conducted,” Taliño said.

He credits the success rate to the government’s support in terms of raising their allowances and upgrading their equipment.

Local governments were also giving financial aid, trainings and equipment to police, Taliño said.

But he said support for the war on drugs should start within the community.

“If one of your relatives are into drugs, report to the police right so needed action will be taken,” Taliño said.

Leah Albiar, information officer of the regional Philippine Drug Enforcement Agency (PDEA-7), said any success achieved by the national government in the war against illegal drugs would not have been possible without active community involvement.

She called on the public to do their part by reporting any sightings of illegal drug activities and drug dens in their areas.

CARCAR COPS nab 1, seize P400K shabu

A 46-year-old man fell into the hands of authorities during a drug raid in Barangay Bolinawan, Carcar City, past midnight yesterday. Randy Velez was arrested by Carcar policemen headed by SPO2 Meliton Agadier based on a search warrant issued by Judge Estela Alma Cinco of RTC branch 12.

During a raid at the house of Velez, the policemen found seven large, six medium and 26 small sachets containing suspected shabu worth P400,000 based on the Dangerous Drugs Board value.

Three other persons who allegedly bought shabu inside the house of Velez were also arrested.

UNPROVEN CHARGES

It has been almost a year since they have been publicly named by President Rodrigo Duterte as among the country’s alleged illegal drug protectors.

But in that period, no shred of proof has been presented and no case has been filed against Mayor Vicente Loot of Daanbantayan town in northern Cebu as well as former Cebu City mayor Michael Rama.

Still, Loot, Rama and their families continued to be weighed down by the humiliation they suffered from the accusations, even if these were not substantiated, because of the mere fact that they were made by no less than the President of the nation.

In August last year, the Department of Interior and Local Government (DILG) set up Task Force Agila to handle the investigation of past and current local officials linked to illegal drugs.

The task force was dissolved in March this year with no one charged in court.

Loot, a retired police general whose name was repeatedly linked by President Duterte to the illegal drug trade, gave a deep sigh when recently asked how he had been doing since he became a perennial subject of the President’s “name-and-shame” campaign.

“You know, I don’t want to recall that anymore. Please. It’s been a harrowing year. I don’t want to talk about that again,” he said in a phone interview.
Loot said not a single case was filed against him in relation to President Duterte’s pronouncements.

“Nothing. I was never summoned to submit a counter-affidavit or any answer to those accusations,” he said.

Loot begged off from giving further comments, saying he wanted to put the issue to rest.

Aside from Loot, the other police generals who were publicly identified by the President as drug protectors were Marcelo Garbo, Joel Pagdilao,

Edgardo Tinio and Bernardo Diaz. All denied links to the drug trade.

‘It hurts’

In an earlier interview, Loot branded the accusations as “too much.”

Then and now, Loot believed that the intelligence reports fed to the President were fabricated in order to destroy him.

“I and my wife are used to being accused of being drug protectors by political opponents. We really don’t care about it. But this one is different. The accusations came from the mouth of the President. And it hurts,” he said.

He said his four children — aged 34, 27, 26 and 24 — were affected and ashamed to go out because of the accusations.

Loot headed the Central Visayas Regional Anti-Narcotics Office before he directed the Cebu Provincial Police Office from 2005 to 2007.

He was later named deputy director for operations of the Police Regional Office in Central Visayas (PRO-7), and was deputy regional director in Eastern Visayas for Region 8 (2010 to 2012).

Loot, 56, retired in July 2015 and ran for mayor of Daanbantayan last May 2016. He won over his opponent by a margin of just seven votes.

Hoping against hope

Rama, for his part, said he and his family were deeply hurt by the accusations, which he said were completely false.

“No cases were filed against us, and we were not even given the chance to answer the accusations,” he said in a phone interview.

“Obviously, what they are accusing me of is not true. I can never say that I and my family are not affected. The impact of the pronouncement stays. But if you are a reasonable and fair person, you will think that it is only politics,” he said.

Rama has been wanting to have an audience with President Duterte and even asked the help of Cebu Archbishop Jose Palma to facilitate the meeting.
But his efforts to meet the President remain futile.

“I am hoping that Malacañang will open its doors, but it seems that we are hoping against hope,” he said.

Rama served as mayor of Cebu City for six years before he was defeated by Mayor Tomas Osmeña in last year’s polls.

Even as he still has to live down the allegations linking him to the illegal drugs trade, Rama also suffered other political setbacks since his defeat in the polls, with several of his erstwhile allies bolting his party Team Rama and joining the now ruling Bando Osmeña-Pundok Kausawagan (BO-PK).

Amid it all, Chief Supt. Noli Taliño, PRO-7 director, said they did not receive any directive to conduct an investigation against Loot and Rama.

Atrocious

Nonetheless, Taliño described the drug problem in Central Visayas, and Cebu in particular, as “atrocious.”

He said five of the country’s biggest drug lords were from Cebu and had bases of operations in the province.

The narcotics trade thrived, he said, because of protection by police and local officials.

“If they did not enjoy protection, they would not have the guts to operate,” Taliño said of the drug syndicates in the region.

Taliño said an investigation had been conducted on the death of suspected drug lord Jeffrey “Jaguar” Diaz, who was killed by Cebu-based policemen in an operation in Las Piñas City in Metro Manila on June 17, 2016.

“There had been reports that Jaguar was killed by the police to silence him,” said Taliño.

It has been a year since then, but Taliño said he was still “waiting for the results of the investigation.”

Diaz, a native of Barangay Duljo Fatima in Cebu City and tagged as Central Visayas’ biggest drug lord, was one of the five top drug suspects who operated from Cebu.

The four others are Peter Lim, Rolando “Kerwin” Espinosa Jr., Rowen “Yawa” Secretaria and Franz Sabalones, according to the police.

Businessman Peter Lim, whose name repeatedly cropped up in drug investigations since early 2000, denied involvement in the drug trade, saying he was not the Peter Lim tagged in illegal drugs.

Where are they now?

Espinosa, whose roots were traced to Cebu, was dubbed as the biggest drug lord in Eastern Visayas.

He was arrested by the police in Abu Dhabi in October 2016 shortly after his father, Mayor Rolando Espinosa Sr., was arrested also for his alleged involvement in the drug trade.

But even as Kerwin has admitted his links to the drug trade and insisted his father had nothing to do with his illegal activities, he was unable to prevent the death of his father.

Less than a month after, Rolando Sr. was killed inside the sub-provincial jail in Baybay City after he allegedly engaged policemen in a firefight.

The policemen involved in his killing, led by Supt. Marvin Marcos, have been charged with murder, but last May, the Department of Justice decided to downgrade the complaint to homicide to the dismay of senators who investigated the case through the Senate committee on public order and found that the murder of Espinosa and his fellow inmate Raul Yap inside their cells in Baybay, Leyte, was premeditated.

Kerwin Espinosa is still held at Camp Crame, the national headquarters of the Philippine National Police.

Sabalones, on the other hand, surrendered to Director General Ronald dela Rosa, the PNP chief, in August 2016 and confessed that he assumed control of the drug trade in Cebu after “Jaguar” Diaz was killed in Las Piñas.

Sabalones, a native of San Fernando town, southern Cebu, has since been released from detention but has remained mum about his whereabouts.

Last March, the Court of Appeals has issued a freeze order on the assets of Sabalones, which included his bank accounts and properties in various areas in Cebu on suspicion by the Anti-Money Laundering Council (AMLC) that these assets were used to launder drug money.

His assets covered by the freeze order included P76 million in deposits in three bank accounts, six lots, a beach resort in San Fernando, six sports utility vehicles and a 6.4-hectare poultry farm.

Secretaria, also a native of Cebu City, was killed in a police operation on Banacon Island in Bohol on May 28, 2016.

It was on Banacon Island, where Secretaria owned a seaside mansion, that he operated and directed his drug operation that covered both Cebu and Bohol.

Amid allegations by some island residents that Secretaria was executed when he was about to surrender, the police maintained he fought back and was killed in a legitimate operation.
