Conditions for return to CSBT set for drivers, 8 others banned from terminal for failing drug test

CEBU CITY, Philippines — They can only enter the Cebu South Bus Terminal after two or three months if they will bring a drug test result showing that they are drug free.

Jonathan Tumulak, CSBT manager, set this condition to the drivers, conductors and six others, who were found positive of drug use during a surprise drug test on Wednesday, January 23.

“If mobalik sila, magda sila ug drug test result nga negative sila. Dad-un nila ilang wife or husband dinhi sa office para akong estoryahon,” said Tumulak.

Tumulak was referring to the 3 bus drivers, 2 conductors, 2 helpers, 2 vendors, 1 controller, and 1 porter, who failed the January 23 drug test.

He also said that most of those who failed in the drug test claimed that they allegedly used illegal drugs during the eve of the Sinulog and on the day of the Sinulog itself.

Two Job order employees of the CSBT were also found positive of drug use during the tests.

Tumulak said he had already forwarded the drug test results to the human resources department of the Capitol, who would recommend actions against the two JOs.

He also said that it would also be up to the bus operators to impose further sanctions on their drivers and conductors who failed to pass the drug test.

“It’s up to the operators ug ila pa nga pabalikun or dili ilang driver ug kondoktor,” Tumulak said./dbs

Former waiter, delivery van driver nabbed with P172K of suspected shabu in Duljo drug bust

CEBU CITY, Philippines — A former on call waiter and a former delivery van driver were arrested on Saturday after they were caught with P172,000 worth of suspected shabu during an anti-illegal drug operation in Barangay Duljo-Fatima in Cebu City.

Mark Anthony Enriquez, 23, a former on call waiter of a catering services company, and Colin Caballa, 33, a former delivery van driver, were arrested during a buy-bust operation conducted by the Cebu City Police Office Drug Enforcement Unit  (CCPO DEU) in Sitio Mayflower of Barangay Duljo Fatima, said Chief Inspector Chuck Barandong, CCPO DEU chief.

Barandong told Cebu Daily News Digital in an interview on January 26 that they caught Enriquez and Caballa, who are also cousins and who live in the barangay, with several packs of suspected shabu during the operation.

He said the confiscated suspected shabu had an estimated Dangerous Drugs Board value of P172,444.

How the bust went down

He said that their target in the operation was Enriquez but since the cousins live in separate houses, and it so happened that Caballa’s house was the first one near the road, so they conducted a buy-bust operation there.

But during the operation, Enriquez was also noticed to have brought the suspected shabu to Caballa to be sold to the undercover police officers.

He said that while the buy-bust against Caballa was going down, some police officers followed Enriquez to his house nearby, and arrested him after they found several packs of suspected shabu inside his house.

Barandong said that they planned to raid both houses with Caballa’s house first considering its location, but when they saw Enriquez allegedly bringing the suspected shabu to Caballa, some of the police officers followed him when he returned to his house, especially since he was the main target of the operation.

The Duljo Fatima anti-illegal drug operation was the second successful operation that day, January 26, with the first one in Barangay San Nicolas earlier in the day led to the confiscation of an estimated P3.1 million worth of suspected shabu.

Enriquez, in an interview with CDN Digital, said that he only sold illegal drugs in small quantities.

Caballa, on the other hand, refused to be interviewed.

Both cousins were detained at the CCPO detention cell pending the filing of charges./dbs

Pasil man nabbed with P612K of suspected shabu in San Nicolas bust

CEBU CITY, Philippines — A Barangay Pasil resident was caught with an estimated P612,000 worth of suspected shabu in an anti-illegal drug operation in Barangay Pahina San Nicolas in Cebu City on Thursday, January 31.

Mark Clint Gonzales, 27, was arrested with 90 grams of suspected shabu during a buy-bust operation conducted by the Mambaling Police Precinct Drug Enforcement Unit, said Senior Inspector Francis Renz Talosig, Mambaling Police Precinct chief in an interview on Thursday.

Talosig said that the suspected shabu confiscated from Gonzales had an estimated Dangerous Drugs Board value of P612,000.

He said that they had been monitoring the suspect for quite a while after a teenager, who was caught in Barangay Duljo-Fatima with two sachets of suspected shabu pointed to Gonzales as the source of the illegal drugs.

Talosig said that the teenager was with a group when beat patrol police officers chanced upon them and checked them.

The teenager was caught with the illegal drugs. 

He said at first the teenager disowned the drugs, but eventually he admitted he was only asked to buy the illegal drugs in Barangay San Nicolas.

With the kid’s information, Talosig said they then planned the operation against Gonzales, which resulted to the buy-bust operation on Thursday evening.

Garma pushes for more stringent screening of Badac members

CEBU CITY, Philippines  — Expressing alarm on the arrest of a member of the Barangay Anti-Drug Abuse Council (Badac) in a buy-bust operation, Cebu City Police Office (CCPO) director, Senior Supt. Royina Garma, is pushing for a more stringent screening process for members of the barangay’s illegal drug prevention body.

Garma, in a press conference today, Friday (February 1), suggested for village officials in Cebu City, who supervise and create their respective Badac members, to strictly screen those who wanted to join the barangay’s anti-drug body, and monitor their activities once they are part of it.

“It’s very alarming kaya meron tayong Badac because they should help or stop the proliferation of the illegal drugs,” said Garma. 

“When you’re a member of Badac, you’re supposed to be the model. And if you’re engaged in illegal drugs, it’s very bad,” she added.

She suggested that the barangay officials should do background checks on their members every now and then. 

According to the Department of Interior and Local Government (DILG), the Badac is made up of the barangay captain as the chairman; the barangay councilor, who is the chairman of peace and order as the vice chairman.

The members include the barangay councilor, who is the chairman of women and peace; chief tanod or public school principal; the SK chairman; a representative of a nongovernment organization or civic society; and representative from a faith-based organization.

Garma also said she would be asking for the legal opinion and expertise of the Department of Interior and Local Government in Cebu City (DILG – Cebu City) on her proposal.

“We will refer it to the DILG in Cebu City,” she said.

But in the meantime, Garma encouraged all police stations to continually coordinate with the Badac in their respective areas.

On Wednesday evening (January 30), police arrested Lourdes Abella, a member of Badac of Barangay Suba, after she was caught with suspected shabu worth P2.1 million. Abella is now facing complaints for violation of the Comprehensive Dangerous Drugs Act./dbs

Mambaling resident nabbed in drug bust; P306K suspected shabu seized

CEBU CITY, Philippines — A 40-year-old resident of Barangay Mambaling in Cebu City will soon be joining his two brothers in jail after he was caught with P306,000 of suspected shabu during an anti-illegal drug operation in the barangay on Friday, February 1.

Jeas Rosello, 40, was arrested during a buy-bust operation in Sitio Mabapo of the barangay, where nine medium packs of suspected shabu were confiscated from him, said Chief Inspector Francis Renz Talosig, Mambaling Police Precinct chief, in an interview with Cebu Daily News Digital on Friday, February 1.

Talosig said that the illegal drugs allegedly found in Rosello’s possession weighed 45 grams and had an estimated Dangerous Drugs Board value of P306,000.

Talosig said that Jeas also had two brothers, Russel Rosello and Gerard Rosello Carlos, who were detained at the Cebu City Jail for illegal drugs.

The Mambaling Police chief said that Gerard though was a half-brother of Jeas, and the former was arrested in 2017.

Russel was arrested in 2016.

Aside from that, Talosig said, Gerard was allegedly the common-law-husband of Sharmaine Porras, one of the survivors of the Malubog incident last October where five persons were shot dead by unidentified assailants.

He also said that the operation against Jeas was conducted by the Mambaling Police after they received reports about the suspect’s alleged illegal drug activities from netizens at the Facebook page – “Itug-an ni CD.”

He said that they monitored Jeas for two weeks before conducting the buy-bust operation on Friday, February 1 at past 5 p.m.

When sought for comment on his arrest at the Mambaling Police Precinct’s detention cell, Jeas claimed that he had only 1 medium pack of suspected shabu and that the 8 other packs were allegedly planted by the police.

Talosig, for his part, said that the suspect could say anything he would want to say against them.

He also said that they were just doing their job as police officers and that they could defend the arrest of Jeas in court./dbs

New drug personality nabbed in Tejero raid

A DRUG suspect, whom police identified as a new drug personality in Barangay Tejero, Cebu City, was arrested during a raid in his house in the barangay on February 8.

Edwin Sanchez, 44, of Sitio Looban was arrested after two medium size packs and 10 sachets of suspected shabu were found during a search of his house in the barangay, said Senior Inspector Joemar Pomarejos, Waterfront Police Precinct’s Drug Enforcement Unit chief, during an interview with Cebu Daily News Digital.

Pomarejos said the suspected shabu confiscated from Sanchez had an estimated Dangerous Drugs Board value of P68,000.

He said that they raided Sanchez house after confirming reports of his illegal activities at past 11 a.m. when they served the search warrant against the suspect.

He said they secured a search warrant, which was issued by Judge Jay Moneva, Regional Trial Court Branch 20 of Cebu City, to search Sanchez’s house.

Sanchez, when sought for comment on his arrest, refused to comment and said he would only answer questions in court.

Cop chiefs to Ashley’s boyfriend: Show up today, give your side on girlfriend’s death

CEBU CITY, Philippines — The boyfriend of the late Ashley Abad has until today, February 11, to show himself to the police and shed light on how his girlfriend, Ashley, ingested the party drug that caused her death during a Pre-Sinulog party in a business park in the city.

Senior Superintendent Royina Garma, Cebu City Police Office (CCPO) director, said that among Ashley’s companions during the January 19 concert, only her boyfriend had remained uncooperative in the investigation of her death.

Chief Superintendent Debold Sinas, Police Regional Office in Central Visayas (PRO-7) director, said they would request Philippine National Police Chief Oscar Albayalde to issue a subpoena against the boyfriend  if he would continue to ignore the CCPO’s invitation for questioning.

“If he will not appear until today. Last week pa yung invitation namin eh. Last week, pumunta na yung friend, then yung mga doctors. Siya (boyfriend) na lang yung naiwan sa lahat ng mga ininvite,” Garma said in a press conference in Camp  Sergio Osmeña on Monday, February 11.

Sinas also said that if a subpoena from the PNP chief would not suffice for Abad’s boyfriend to surface, he said that they would file a case of indirect contempt before the court.

“Kung ayaw talaga, we will file the case para kung may arrest warrant, ma-aresto na namin. Huwag siya mag-alala, diyan kami experto (He should not worry because we are experts in arresting  individuals),” Sinas said.

Garma also confirmed that President Rodrigo Duterte has talked to her and instructed her for a speedy resolution of the case./dbs

Five arrested with 50 grams of shabu, firearms in Talisay buy bust operation

At least 50 grams of suspected shabu and a revolver were confiscated from five suspects in a buy bust operation in Talisay City this afternoon, February 11./PDEA RO VII

CEBU CITY, Philippines – Five persons were arrested in a buy bust operation in a suspected drug den in Sitio Mananga I, Barangay Tabunok, Talisay City past noontime today, February 11.

Arrested were Sharekann Agriam Bernabat, the drug den operator; Rodenio Saluder Suico, the  subject of the drug buy bust operation; and three of his patrons identified as Rueben Dela Fuente, Jupiter Capangpangan Ebarola, and Charlie Relatado Badilles.

Chief Supt. Marlu Conag, chief of the Talisay City Police Station (TCPS) , told Cebu Daily News Digital that they placed Suico under surveillance for at least a month before they planned the buy bust operation against him.

Personnel from the TCPS, Philippine Drug Enforcement Agency in Central Visayas (PDEA-7), Provincial Drug Enforcement Unit (PDEU), Provincial Intelligence Branch (PIB), and 1st and 2nd units of the Police Mobile Force Company (PMFC) arrested the five suspects at around 12:30 p.m. today.

They also confiscated 15 packs of suspected shabu weighing at least 50 grams and valued at P 340,000.00,   drug paraphernalia, a .38-caliber revolver, and five pieces of bullets from a .45 caliber pistol.

Cunag said that complaints for the violation of Article II of the Dangerous Drugs Act of 2002 on the maintenance of a drug den and the sales and possession of illegal drugs and the illegal possession of firearms are now being prepared against the suspects./dcb

Balik Eskwela Program: Drug surrenderees receive school supplies from Cosap

CEBU CITY, Philippines—At least 225 drug surrenderees and beneficiaries of the Cebu City Office for Substance Abuse Prevention (Cosap) Balik Eskwela ProgramBalik Eskwela Program, received school supplies such as notebooks, pens, and backpacks on Valentines Day, February 14, 2019.

Cosap head Garry Lao said that the activity was a form of support to the drug surrenderees from 18 different barangays in the city.

“We want to show support to the clients (drug surrenderees) and their families. Pangandam sa pagbalik sa eskwela aron dili na sila mopalit pag mga notebook or papel,” said Lao.

In the past year, the Cosap provided a sack of rice and a pack of groceries to every surrenderee and their family.

This year, Lao said that the packages will serve to encourage the surrenderees to continue with the program and avoid regressing back to substance abuse.

Lao said he is proud of the graduates of the program, who already work in the city hall as job order employees. He hopes that these graduates can inspire the others to work harder in the program.

He said that one graduates  is already working as a vaccinator at the Department of Veterinary Medicine and Fisheries (DVMF) while another works as City Hall at the community tax certificate  (cedula) releasing section.

Another graduate will also start working as a sanitary inspector for the city health in the next few weeks.

Lao hopes that the more beneficiaries will find purpose in their life and will no longer find the urge to go back to illegal drugs.

Councilor Sisinio Andales spoke to the surrenderees during the distribution at the social hall at the Legislative Building of the Cebu City Hall and told them the program of the city is only as good as the commitment of the benificeries.

“Wala niy gamit tanan namong gibuhat para sa inyoha kung mobalik ra sad mo sa drugs,” said Andales to the surrenderees.

A 52-year-old drug surrenderee, who will remain unnamed for confidentiality, said that he chose to stop using drugs and enroll himself to the rehabilitation program of the Cosap to change his life.

“Mas maayo man gyod nga mag-usab ta og niapil ko sa programa kay aron masugdan nakog sulbad akong mga problema,” said the surrenderee.

He said he has been into drugs for more than a decade but the COSAP gave him an opportunity to learn new skills and find other means of living. He started in the program last January.

He also hopes that he can still find a better life away from drugs. /bmjo

Raps filed against laborer, who is accused of rape and caught with drugs

CEBU CITY, Philippines — A 33-year-old laborer from a southwestern town in Cebu is in a lot of trouble after rape and possession of illegal drugs complaints were filed against him at the Cebu Provincial Prosecutor’s Office on Friday, February 15.

Nazario Tugahan was arrested on Wednesday, February 13, in his house a few hours after the town police were informed by the father of an 18-year-old woman, who was allegedly molested and raped by the suspect, said PO3 Cyson Obiasada, the town’s police station desk officer, during a phone interview with Cebu Daily News Digital on Friday, February 15.

Obesiada said that during the arrest, however, two sachets of suspected shabu were allegedly found inside the pockets of the suspect’s shorts.

Tugahan was detained at the detention cell of the town’s police station after his arrest on Wednesday.

On Friday, police filed the two complaints against the suspect at the Cebu Provincial Prosecutor’s Office./dbs

Shabu in Cebu:  Eran raises alarm over entry of big-time drug operators in Cogon Pardo; to help in police drug war

CEBU CITY, Philippines – With large volumes of shabu recovered in his barangay, Cogon Pardo Barangay Captain Harry Eran vowed to help the authorities by improving their monitoring system against the entry of illegal drugs in their community.

Eran also told Cebu Daily News Digital on Sunday, February 17, that the need for them to be involved in the drug war has become more urgent because of the recent arrests of drug dealers or couriers who used rented apartments in the barangay as their bases of operation.

Eran added they will harness the cooperation of the residents in Barangay Cogon, Cebu City so that they will become  more vigilant and will immediately report to village authorities the presence of suspicious persons in their communities.

On Saturday night, February 16,  elements from the Pardo Police Station (Precinct 7) of the Cebu City Police Office (CPPO) raided a rented house in Sitio Wetland of the barangay and found a large amount of shabu, totaling two kilos valued at P13.6 million.

Two suspects – Giovanni Cazañares and Danilo Dela Peña, both 22 years old, were arrested.

The two young men rented the small house in Sitio Wetland just four days prior to the raid, police said.

Two days earlier, or on February 14,  the city drug enforcement unit of the CCPO raided a rented house in the densely populated Sitio Tabok Kanal of the barangay that was used as base of operation of drug suspect  Victor Centillas, 38, a native of Bohol province.

Centillas was arrested after a stash of about P340,000 worth of shabu was found in his rented unit during the raid on February 14.

In both instances, Eran said they did not know that these big time drug dealers were in their barangay until they were busted by  the CCPO. /elb

Two fall in drug bust in City of Naga

Cebu City, Philippines – Two drug suspects were arrested in an early morning buy-bust operation in the City of Naga, Cebu on Tuesday morning, February 19, 2019.

Operatives from the Provincial Drug Enforcement Unit (PDEU), led by Senior Inspector Alejandro Batobalonos, seized 14 small packs containing white substance believed to be shabu from Jhon Paul Pantorrilla, and Bresnev Quimada.

Pantorilla, 29, was the subject of the a buy-bust operation after the police received information that he is a dealer of illegal drugs in Barangay North Poblacion.

When authorities conducted the buy-bust in Pantorilla’s residence in Barangay North Poblacion, they also caught Quimada,  also 29 years old, in possession of some illegal drugs. 

The PDEU confiscated alleged shabu that weighed a total of 80 grams, with an estimated value of P544,000.

Authorities also seized P15,000 of cash, a 9mm Black Widow revolver, and nine pieces of live ammunition. /bmjo

Duterte: It was teenager who shared party drugs with friends

MANILA, Philippines — President Rodrigo Duterte revealed on Wednesday that Ashley Abad, the teenager who died of suspected drug overdose in Cebu City, was the source of the party drugs.

The President said he told the teenager’s parents — Jose Alfonso and Grace Avila Abad — that it was their daughter who texted her friends and her boyfriend to share the drugs.

The President revealed this in his speech at the signing ceremony at Malacañang Palace of two bills — the Revised Corporation Code and the Universal Healthcare Act.

The President said he met with the Abad couple in Malacañan Palace on Feb. 7.

“Nag-reklamo sila. They want justice. Pero nakita nila na-recover yung forensics examinations, she was the one actually texting another girl na maghati sila dun at yung isa reserbahan para sa kanyang boyfriend, yung missing until now,” Duterte said in a speech in Malacañang.

According to reports, the 19-year-old medical student took a drink laced with ecstasy at a pre-Sinulog Festival concert at the Cebu Business Park last Jan. 19.

She later collapsed on the VIP deck area of the concert venue. She died a day later.

Duterte expressed his sorrow to Abad’s parents.

“I wanted to cry with them — not because na sentimental ako but [because of] the profound sorrow [I felt]… may anak rin ako [I also have children],” Duterte said.

Buy-bust in Tisa yields P1.5M worth of illegal drugs

Cebu City Philippines – At least P1.5 million pesos worth of suspected shabu were seized by the Drug Enforcement Unit of the Labangon Police in a buy-bust operation in Barangay Tisa here on early Thursday morning, February 21, 2019.

Police arrested 46-year-old Rolan “Olan” Sistoso , a resident of Purok Sambag in Barangay Tisa, Cebu City.

An estimated 225 grams of shabu worth around P1.5 million were taken from Sistoso. Also recovered from the suspect was P1,000 cash.

Spearheading the anti drug operation was  Chief Inspector Keith Allen Andaya, precinct commander of the Labangon Police Precinct.

Andaya said Sistoso is a newly identified drug personality. /bmjo

Friday death toll now at 7 as another alleged drug suspect falls in Daanbantayan

Cebu City, Philippines – Another alleged drug suspect was gunned down in Daanbantayan town , northern Cebu on Friday dawn, February 22, 2019. 

The fatality was identified as 30-year-old Cristory Montiadora. 

As a result, the death toll from separate shooting incidents in Cebu as of noon time on Friday is now at seven.

Chief Inspector William Homoc, chief of the Daanbantayan Police Station, said Montiadora attempted to resist arrest by firing back at the police who were serving a search warrant in his house at Barangay Maya, Daanbantayan at 4:30 a.m. Friday.

“We served him a search warrant for possible violation of RA 9165 (Comprehensive Dangerous Drugs Act). But he tried to shoot the police first. That’s when the armed confrontation [started],” said Homoc.

Homoc also said Montiadora is tagged as a street-level pusher, and was placed under police monitoring for over a month before the search warrant was served. 

He added that no policemen were wounded during the incident.

“We seized a 9mm pistol from the subject,” Homoc added. 

He added that investigators from the Scene of the Crime Operatives (SOCO) are still in the area to gather more evidence. 

“We’re still waiting from the response of SOCO to see if they have recovered illegal drugs in Montiadora’s house,” he said. /bmjo

CEBU CITY, Philippines — The ecstasy tablet reportedly handed to Ashley Abad may have come from Ken Kenneth Rosales, a suspected party drugs supplier who died in a dawn econunter with police in Barangay Zapatera, Cebu City.

Senior Superintendent Remus Medina, Police Regional Office in Central Visayas Regional Intelligence Division (PRO-7 RID), said that they were not discounting the possibility that the ecstasy ingested by Abad while attending a pre-Sinulog concert last January could have come from Rosales.

However, Medina said they had yet to establish a direct connection between the ecstasy found in Abad and those confiscated from Rosales on Friday dawn, February 22. 

“Most likely at mataas ang possibility na yung ecstasy (from Ashley) ay galing sa kanya (Rosales) kasi isang grupo lang yan. Hindi naman maraming grupo yan nagtitinda nang ecstasy. Pero hindi pa namin maconfirm talaga,” said Medina. 

Abad collapsed while attending a concert last January 19 held at Cebu Business Park but died a day later in a hospital. 

Police confirmed that her death was due to an overdose of ecstasy.

Meanwhile, Rosales, 31, died after engaging in a shootout operatives from the Regional Special Operations Group in Central Visayas (RSOG-7) and the Parian Police Precinct.

CEBU CITY, Philippines — More party drugs were recovered from the shirt pocket of the body of slain drug supplier, Ken Kenneth Rosales.

Chief Inspector Ronald Tero, Regional Special Operations Group in Central Visayas (RSOG) chief, told Cebu Daily News Digital in an interview on Saturday, February 23, that they recovered 19 ecstasy tablets from the lower shirt pocket of the shirt worn by Rosales.

Rosales was killed in a shootout with police officers on Friday, February 22, during a buy-bust operation in Barangay Zapatera in Cebu City.

There were several party drugs found inside Rosales’ car.

Tero said that medical staff of the Cebu City Medical Center, where Rosales was rushed after the shootout found the 19 tablets of ecstasy and turned these over to the police.

Tero said that the party drugs recovered from Rosales’ body had an estimated Dangerous Drugs Board value of P28,600.

Aside from the ecstasy tablets, the medical staff also recovered P9,000 cash from Rosales’ body.

The recovered items were being processed at the Regional Crime Laboratory./dbs

Ex-convict nabbed anew for illegal drugs in Medellin

CEBU CITY, Philippines – Drugs worth P2.38 million were confiscated from an ex-convict who is part of the police’s watchlist of drug personalities in Barangay Daanglungsod in Medellin town, northern Cebu on Wednesday morning, February 27, 2019.

Operatives from the Provincial Intelligence Branch (PIB), the Provincial Drug Enforcement Unit (PDEU), and the Medellin Police Station arrested Jeffrey Tumulak, 43, whose name is reportedly included in the watchlist of drug personalities in Cebu province by the Cebu Provincial Police Office (CPPO).

Tumulak was caught in his house in Sitio Sanggutan, Barangay Daanlungsod, Medellin.

A total of 350 grams of shabu packed in large and medium plastic containers were seized from Tumulak, who is now detained at the Medellin District Jail.

Police also confiscated a .45 caliber pistol, and P4,500 worth of cash believed to be drug money.

Senior Inspector Alejandro Batobalonos, chief of the PIB, told Cebu Daily News Digital in a phone interview that Tumulak was formerly detained for peddling illegal drugs in 2018 but the case lodged against him was dismissed. However, Batobalonos said they received information that he continued his illegal activities after being released from jail.

Batobalonos added that Tumulak can dispose around 100 to 200 grams of shabu per week in the cities of Mandaue and Cebu, and even in the area where he lives in Medellin town.

P190.4M shabu entered Cebu from Manila through roro – Sinas

CEBU CITY, Philippines — The P190.4 million or 28 kilos of shabu confiscated in the Barangay Inayawan, Cebu City and Barangay Casili, Consolacion town anti-illegal drug operations came from Manila through roro (roll-on roll-off) cargo-passenger vessel.

Police Brigadier General Debold Sinas, Police Regional Office in Central Visayas (PRO-7) director, said in a press briefing on Monday, March 4, that the 28 kilos of shabu were part of a 40 kilo shipment that was transported through a roro from Manila.

Sinas said after passing through the port, the drugs would first be delivered to Jocelyn Encila’s house in Consolacion town, then from there these would be distributed to one of their main market — Cebu.

“Gikan sa Manila gi roro nila, pa adto sa Consolacion, ngadto sa balay ni Jocelyn, una mo sud sa Cebu as one of their main market,” said Sinas as he described how the drugs entered Cebu.

He said this was based on their assessment of their anti-illegal drug operations and from testimonies of those caught by the police.

He also said that the Inayawan-Consolacion drug suspects’ operations were monitored for several weeks so that they could properly carry out the anti-illegal drug operations.

He also explained why despite the intensive police campaign against the illegal drug trade in Cebu, there were still people, who continued to sell illegal drugs.

“Actually, ako pud nangutana pud ko nganu maning mga tawhana ni nga sa kadaghan na sa among na dakpan, daghan na ang nabalita nasa prisohan, daghan nag namatay, di pud sila mangundang”, said Sinas. 

But through the brainstorming of Sinas and the senior officers of the police in the region, they came out with this explanation.

“Kami lang pud ani mga senior officers nagbrainstorming, kahibalo ka ngano, business is business, as long as there is a good supply, then market and the profit is very high, (and) the demand is high,” he said.

He summed up the complexity of the drug problem with this statement.

“Kung di ko magbaligya og druga patay man ko kay walay makaon. Kung mamaligya ko og druga patay gihapon ko kung madakpan ko pero naa koy daghan na kwarta,” said Sinas, about the dilemma of some people on why they entered into the drug trade.

Despite their recent success, Sinas assured that they would continue and even intensify their illegal drug campaign.

He also said that they would also be working closely with the Anti-Money Laundering Council to deal with the properties of these arrested drug suspects.

He believed that the properties of these suspects were more likely ill-gotten wealth or acquired through their illegal drug business or used in the illegal drug operation.

In an earlier interview, Sinas said that they were studying on the process to turn over the properties allegedly owend by Jocelyn Encila, the drug suspect arrested in Consolacion town.

These included houses and lots, condominium unit, vehicles which included a Toyota Fortuner and Toyota Grandia.

He, however, said that these properties would be looked into if indeed Encila owned them and that these were used in her illegal activities.

If the ownership of these properties would not be proven that it was owned by the suspect, then they would be returned to the owners.

 

“Anyway that is documented, if di namo kaya i prove ibalik man to namo ba, its very documented including the cash”, said Sinas.

Duterte to Loot: We have you monitored, don’t fool us

CEBU CITY, Philippines – Daanbantayan Mayor Vicente Loot got another tongue-lashing from President Rodrigo Duterte when the latter delivered a speech during the campaign rally of PDP-Laban in Victorias City, Negros Occidental on Friday evening, March 8.

“Si General Loot nandoon, alam nila… Sabi ko p***** i**, ikaw ka-heneral mo na pulis wala kang hiya ka. Gastos ng tao ‘yang edukasyon mo and you commit treason against the people of the Republic of the Philippines,” said Mr. Duterte in his speech aired via Facebook Live by the Presidential Communications Operations Office (PCOO).

“P***** i** mo, sabi ko. Ewan ko kung sino pero na-ambush dalawang beses, buhay pa rin ang p***** i** niya. Bugok kasi ‘yun,” he added.

President Duterte also claimed Loot’s activities, especially when traveling outside Cebu, is being monitored by state forces.

“Kayo, hindi lang ninyo alam may camera kayo, kinukuhaan kayo ng camera na lumalabas kayo ng Cebu. Tapos dito sa… may island diyan sa… diyan sa… ‘yung island diyan sa tabi ng Bacolod. Sus, huwag ninyo akong bolahin. We are not that stupid,” he added.

Loot, together with his family, survived an ambush attempt in Barangay Maya, Daanbantayan last May 2018. Daanbantayan is a first-class municipality located in the northern tip of Cebu Island, 128.6 kilometers north of Cebu City.

President Duterte accused Loot of being a drug protector, an allegation that the retired Philippine National Police (PNP) general and a graduate of the Philippine Military Academy has vehemently denied.

Aside from Loot, Cebuano businessman Peter Lim also earned the ire of the President last Friday. Mr. Duterte also threatened to kill Lim once he is spotted.

“Itong Peter Lim na ito, may — may bahay sa Canada, may bahay sa Bahamas, ang p***** i** niya, may bahay sa Hong Kong. Peter Lim ‘pag nakita kita maski saan, papatayin kita. And I will go to jail for,” said Mr. Duterte.

Lim remains at large after a trial court in Makati City issued an arrest warrant for him in August 2018 for probable cause on violating the Comprehensive Dangerous Drugs Act of 2002.
